Political journey

Briefly independent in 1918, then a Soviet republic, Azerbaijan became independent again in 1991 and fought Armenia over Nagorno-Karabakh. Heydar Aliyev and then his son Ilham, president since 2003, have ruled with tight control funded by oil and gas. Baku regained the whole of Karabakh in a 2023 offensive.

President of Azerbaijan, 2003 to present

Succeeded his father Heydar Aliyev and has ruled oil-rich Azerbaijan for more than two decades, retaking Nagorno-Karabakh in 2023 amid criticism of his record on press freedom and human rights.

Ilham Aliyev sits in the left-authoritarian part of the Caucus economy and liberty compass: slightly state-led and strongly authoritarian. The clearest positions are strongly authoritarian on liberty and authority, strongly nationalist on nation and strongly strength-first on war and peace.
