Political journey

Independent from Belgium in 1962, Rwanda saw Hutu governments persecute the Tutsi minority until the 1994 genocide killed about 800,000 people. The Tutsi-led Rwandan Patriotic Front under Paul Kagame ended it and has governed since, delivering rapid development and stability but tight political control. According to UN experts, Rwanda backs the M23 rebels in eastern Congo.
