A French colony that declared independence in 1945, Vietnam fought France and then the United States, and was reunified under communist rule in 1975. Since the Doi Moi reforms of 1986 it has become a fast-growing market economy, still ruled by the single Communist Party. Tô Lâm has led the party since 2024 and became president in 2026.

Tô Lâm

General Secretary of the Communist Party of Vietnam, 2024 to present (President since 2026)

A former police general who rose to lead the ruling party, pursuing anti-corruption purges, faster economic reform and a “bamboo diplomacy” that balances the US, China and Russia.

Tô Lâm sits in the left-authoritarian part of the Caucus economy and liberty compass: slightly state-led and strongly authoritarian. The clearest positions are strongly authoritarian on liberty and authority, strongly tech-optimist on technology and strongly secular on religion.
